Voice is the time in which a side speaks; indirect presence is the time in which others speak about it. A segment that is already the voice of the governing side or the opposition does not count towards its indirect presence, so no second is counted twice.

Bez ostatka (“No Remainder”) measures direct and indirect presence in the main news programmes of Serbian television channels with national coverage. Every second of a broadcast is attributed to someone: a speaker, a member of the newsroom, or the rest of the programme.

The system also detects techniques of editorial and political framing (spin).

The methodology was publicly deposited before the first data. Reports are published in Serbian; the figures, the bars and the method need no translation.

How it is measured

  • Seconds, not impressions.A script calculates the duration of every appearance, to the second.
  • Side from a public register.Political affiliation is read from the register of actors as of the broadcast date; where a speaker is not named, the coder decides by watching the recording.
  • Everything is traceable.Every second leads to a point in the recording. An analyst can repeat the check.
